A Sacramento businessman behind plans for a medical marijuana dispensary already booted from one Stockton neighborhood said he’s now receiving resistance for asking to open shop not far from Cesar Chavez High School. Nicholas Street is applying to run Stockton Non-Profit Collective Inc. from 3646 Telstar Place, next to Hertz Car Sales. Street said he chose the location because it’s on a fenced-off lot and is tucked away in an industrial area, Scott Smith reports in the Stockton Record. That’s exactly the kind of place city leaders told him to find, he said, when they [...]

After losing rounds in trial and appellate courts, the Shasta Union High School District has backed off its policy of mandatory random drug testing of non-athletes. The policy, expanded beyond athletics and instituted three years ago, applied to all students who participate in competitive extracurricular activities such as marching band, math, mock trials, choir and drama. Non-athlete students were randomly chosen weekly for testing, Denny Walsh reports in the Sacramento Bee. They were pulled from class, taken to a bathroom and required to urinate in a cup while a monitor listened outside the stall. The [...]

MARTINEZ — Saying it’s not their place to tell the City Council what to do, Martinez school board members on Monday voted not to ask the city to keep medical marijuana dispensaries from opening within district boundaries. The council is scheduled to review an ordinance Wednesday that would allow three dispensaries to open in Martinez, Lisa P. White reports in the Contra Costa Times. The ordinance would prohibit dispensaries from opening within 600 feet of schools, churches with schools or day care centers, facilities serving young people or another dispensary. But a recent proposal to [...]

Stanislaus County law enforcement and school leaders gathered Wednesday to implore Californians to vote against a state proposition that would legalize recreational marijuana use. The local leaders say the law would create legal loopholes and draw more kids to use the addictive drug. “Prop. 19 is all about social acceptance of a known addictive drug,” said Modesto Police Chief Mike Harden. The proposed law would allow adults 21 and over in California to possess up to an ounce of marijuana for use at home or in licensed establishments, the Modesto Bee reports. Proponents say the [...]

Educators are concerned that drug prevention programs in schools could lose credibility with students if voters next month approve a statewide initiative to legalize marijuana. “It’s starting to have an effect already — the kids are giving that back to us now,” said Betty Allen, who teaches drug prevention classes at the Center for Human Services in Modesto. Many of her teenage students were referred to the center after violating campus drug and alcohol policies, Ken Carlson reports in the Modesto Bee. They seem less convinced that marijuana is harmful if it is about to [...]

SACRAMENTO — In a ruling by California’s chief justice nominee, a state appeals court has barred a school district from drug testing all students in extracurricular activities such as choir, the school band and Future Farmers of America. The Shasta Union High School District in Northern California began the testing in 2008, saying the prospect of being disqualified from a favorite after-school activity would discourage youths from using drugs or alcohol. The district noted that the U.S. Supreme Court ruled in 2002 that random drug tests of all students in extracurricular programs did not violate [...]

High school administrators sick of drugs on campus want to enlist more dogs. Nevada Joint Union High School District is considering renewing a contract with a private canine drug-sniffing agency, The Union of Grass Valley reports. Last year, the district paid about $13,000 for services from Interquest Detection Canines, based in La Grange, about 30 miles east of Modesto. The canine teams show up unannounced to sniff locker areas, parking lots and empty classrooms. The firm recommends twice-monthly sweeps on each campus. Board president Mark Heauser calls the random drug-dog visits “very effective,” especially in [...]

When Southern Humboldt residents Kellie Dodds and Pearl Moon took the advanced class at Oaksterdam University in Oakland, they discovered the class wasn’t advanced enough for them. ”We went there and we were just disappointed that we knew so much more, coming from here,” Dodds said. A Proposition 215 patient with a vision for cannabis education, Dodds said she wants to create a school that will focus on the sustainable, organic growing of medical cannabis, and not just focus on indoor growing techniques. ”I’ve looked at every cannabis college or school in California and outside [...]
